Stephen is Deputy Managing Director and Director of Public Services at Interel Consulting UK, specialising in public service delivery across government, and the interaction between the public, private and voluntary sectors at both the national and local levels. Current clients include the Project Management Institute, Paragon Group, McAfee, Amey, Nelsons Health, Babcock, Wise Employment and St John Ambulance. He also specialises in transport with experience of roads, rail and aviation policy.

Stephen started his political career as a research officer at the Foreign Policy Centre, a think-tank set up by Tony Blair and Robin Cook to bring a new dimension to UK foreign policy. In this role, Stephen made a strong contribution to the Centre's New Visions for Europe project on rebranding the European Union for the 21st Century, specialising in high-profile seminars and conferences, and researching and editing FPC publications.

After a spell at the Highways Agency, Stephen joined the company in 2000, leading on research and intelligence-gathering. With over ten years of consultancy experience, Stephen plays a central role in the company’s knowledge management and training offerings, delivering programmes to, amongst others, Amey, the Wellcome Trust, Compassion in World Farming and the Local Government Association. He also specialises in the politics and policy of the European Union, building on his distinction from the London School of Economics in this area. He graduated from the LSE in 1999 with a BSc in Government and an MSc in European Politics and Policy.
